The Board of Public Utilities Water Conservation Subcommittee met  
on January 31, 2022 at 3:08 p.m. via Zoom Webinar with Board  
Members Watts, Grabill and Walsh presiding.

3. APPROVAL OF MINUTES  
The minutes for September 14, 2021 were accepted and received.

WATER USE EFFICIENCY PROGRAM AND DROUGHT OUTREACH UPDATE  
Staff will provide an overview of recent Water Use Efficiency activities, including  
rebates issued, and past and upcoming events. Staff will also provide an update on  
the current and future drought related outreach campaign.  
Claire Nordlie, Water Use Efficiency Coordinator, provided an  
overview of recent Water Use Efficiency activities, including rebates  
issued, and past and upcoming events. She also provided an  
update on the current and future drought related outreach campaign.

WATER USE EFFICIENCY REBATE PROGRAM MODIFICATIONS  
Staff will present Water Use Efficiency rebate modifications for the residential  
Irrigation Efficiency Rebate, Graywater Rebate, Recirculating Hot Water Pump  
Rebate and Sustained Reduction Rebate. Staff will provide a proposal to increase  
the rebate amount of these programs to increase program participation for the  
Subcommittee’s consideration and approval.  
Claire Nordlie, Water Use Efficiency Coordinator provided  
information on proposed rebate modifications to the residential  
Irrigation Efficiency Rebate, Graywater Rebate, Recirculating Hot  
Water Pump Rebate and Sustained Reduction Rebate to increase  
program participation.  
Chair Watts suggested an average calculation of installation costs  
versus water savings would be helpful for customers.  
Subcommittee members unanimously supported the proposed  
changes to the rebates.

PROPOSED POOL REBATES  
Staff will present two new rebate options; a pool removal rebate and pool cover  
rebate for the Subcommittee’s consideration and approval. Staff will describe  
these new rebate options including the impetus for developing such a program, and  
drawing on research conducted, the expected water savings and participation. The  
implementation of the programs will also be discussed.  
Holly Nadeau, Sustainability Technician, provided information on two  
new proposed rebate options - a pool removal rebate and a pool  
cover rebate. She described the impetus for development of the  
program and expected water savings and participation.  
Subcommittee members asked about the average cost to remove a  
pool and to purchase a pool cover. Chair Watts suggested that City  
pools should also be encouraged to utilize pool covers if it's not  
already being done to provide a positive example to customers.  
Subcommittee members unanimously supported the new rebates.
