1. CALL TO ORDER & ROLL CALL  
The meeting was called to order at 6:00 p.m.

2. PUBLIC COMMENTS  
Mayor Chris Rogers made public comment congratulating the Community Advisory  
Board Members for their first hybrid meeting and to thank the board for their efforts  
to engage in the community.  
3. APPROVAL OF MINUTES  
July 27, 2022 Regular Meeting Minutes.  
A motion was made by Board Member Harrell, seconded by Board Member  
Lange, to approve the July 27, 2022 meeting minutes. The motion passed  
by the following vote:

4. CAB ANNOUNCEMENTS  
Member Barnett announced to the community to join us at the UFO for the CAB  
meeting.  
Member Lange announced that the Santa Rosa Police Department is working on  
improving of their elicit biased training. The Sonoma County Tourism Board is  
working on launching their community initiatives, more details to come. On Oct.  
15th the Sonoma County Black Forum will launch two of their ARPA Programs;  
Black Therapy Fund and Financial Assistance Program.  
Member Steffy announced that the Santa Rosa Rural Cemetery has work parties on  
the 3rd Saturday of the month. Member Steffy participated in the Public Safety  
Subcommittee regarding the City Ordinance on viscous and dangers animals and it  
will be going to City Council on Oct. 24th. or Nov. 1st for a full vote to alter the  
Ordinance. Lastly that Member Steffy encourages the CAB and the community to  
get involved in the elections that will be occurring in about 6 weeks.  
Member Harrell announced that Oakmont has been working with the Sonoma  
Ecology Center which helps community in fire resilience studies as well as working  
with the City Planners on the General Plan and acknowledges their efforts.  
Vice Chair Weeks announced that it is the 5 year anniversary of the Tubbs Fire on  
Oct. 8th as well as that there will be a Gun Buy Back event on Oct. 22nd. Lastly the  
3rd study session that pertains to the City analysis on downtown Santa Rosa is on  
Oct. 11th or 14th.

5. STAFF UPDATES  
Office of Community Engagement (OCE) Staffing Updates: Magali Telles  
confirmed that the Animals City Code that Member Steffy brought up will be going  
to City Council on Oct. 25th. The OCE Staffing update is that we are down the  
Community Engagement Coordinator position, and hoping that the position will be  
filled by the end of November, as well as working to fill the position of Program  
Manager for the Violence Prevention Partnership. The Hearn Community Hub  
project is continuing with listening sessions on Thursday Sept 29th and Thursday  
Oct. 6th. A final presentation of the listening sessions will be presented to CAB on  
Nov. 16th. The Gun Buy Back Program is Oct. 22nd at the Bridge Church, located  
at 301 Fulton Rd.  
Vice Chair Weeks asked about a recent Gun Buy Back program that took place  
where 100 guns were turned in, this event took place in Petaluma.  
Magali then shared some additional statistics on guns and violence which were  
provided by Sergeant Matthies .

6. SCHEDULED ITEMS  
6.1 NEXT STEPS: IMPLEMENTING STRATEGIC PLAN OBJECTIVE  
Magali announced that the Civic 101 Videos are being edited, and in addition,  
OCE is working with the City Attorneys Office on the Citizen Guidebook.  
Magali opened the floor to discussion with the CAB members on how the CAB  
can become more involved in Community Engagement in this new landscape,  
post COVID.  
Members discussed their interest to hold "Neighborfest" like events, which  
would be held in different locations in the city, as well as events that welcome  
new residents to Santa Rosa, park clean up efforts, Open Houses at City Hall.  
Vice Chair Weeks summarized and asked that Magali reach out to the various  
departments that could/should be involved in these types of events to see if they  
have available resources that can be offered for these events.

6.2 DISCUSSION OF DISASTER AND EMERGENCY RESOURCE  
PREPAREDNESS  
CAB Members discussed how to bring emergency preparedness efforts to the  
communities in the City of Santa Rosa, which include similar events as  
Neighborfest, and Wildfire Ready, as well as to ensure the City's Public  
Information Office has material that can be provided to the public in a bilingual  
format.

6.3 ISSUES OF CONCERN TO CITY RESIDENTS  
Member Lange would like to bring the attention of bus stops to our Public  
Transportation Department, as the bus stop amenities vary depending on where  
you are in Santa Rosa. Whether they only have a sign, a bench, or a cover. If the  
City of Santa Rosa wants to encourage their residents to take public  
transportation, the bus stops should be inviting.  
Magali agreed to work on getting a presentation by the Transit Office.

member Rham.  
Member Lange would like to have Item G be part of the January meeting.
