PROJECT LABOR AGREEMENT POLICY INFORMATIONAL SESSION
Council has routinely requested that staff evaluate and implement both policies and strategies to increase local investment, whether monetarily by hiring local contractors or professionally by increasing opportunity to develop a strong and knowledgeable local workforce. One tool used by other government agencies around the state and country is Project Labor Agreements. Staff will use this study session to clarify Council’s interest in developing a stronger local investment policy, define typical Project Labor Agreements (PLA), describe local labor demographics, understand the City’s capital improvement program aimed at determining if a potential policy will apply to some or all projects and present alternative local labor focused policies.
