AGREEMENT WITH LYSTEK INTERNATIONAL LIMITED TO PROVIDE BIOSOLIDS PROCESSING - RECOMMENDATION FOR APPROVAL
The City’s Laguna Treatment Plant produces approximately 32,000 tons of biosolids each year. While much of these biosolids are beneficially re-used as fertilizer on agricultural lands during dry months, this option is not available year-round and biosolids are currently composted at the City-owned biosolids compost facility during the wet season. This compost facility is aging and expensive to operate, and the City wishes to procure a better alternative to beneficially re-use biosolids that meets the City’s biosolids program goals. A Request for Proposals was issued, two qualified responses were received, and a selection panel chose Lystek International Limited of Fairfield, California as providing the best value to the City’s biosolids program.
