BACKGROUND: In response to drought conditions, on June 29, 2021, the City Council declared a water shortage emergency and adopted Stage 3 of the City of Santa Rosa’s Water Shortage Contingency Plan imposing mandatory restrictions and requiring customers to reduce community-wide water use by 20%. Beginning late December 2022, the region experienced a series of atmospheric rivers filling our region’s water supply reservoirs, Lake Sonoma and Lake Mendocino.
