PUBLIC HEARING - ADOPTION OF HOUSING IMPACT FEE AND AMENDMENT TO CITY CODE CHAPTER 21-02 (HOUSING ALLOCATION PLAN) REGARDING TIMING OF FEE PAYMENT
BACKGROUND: When the City Council amended the Housing Allocation Plan in fall 2012, it directed completion of nexus studies and revision to the housing impact fee directed by the Housing Allocation Plan. The purpose of the nexus studies was to analyze the impact that market rate housing has on the need for affordable housing and to identify appropriate fees related to that impact.
The nexus studies were completed in early 2013, and proposed fees for rental and for-sale housing units have been developed consistent with the studies’ findings. A housing impact fee is proposed to be charged on all new dwelling units, with fees for rental units based on the unit type (studio, 1 - 3 bedrooms) and fees for for-sale units based on the unit sales price.
