Title: REPORT - RESOLUTION - RATIFICATION OF PROCLAMATION OF LOCAL EMERGENCY BACKGROUND: On October 27, 2019, the Director of Emergency Services issued a Proclamation of Existence of a Local Emergency relating to existence or threatened existence of conditions of extreme peril to the safety of persons and property within the City due to 1) the electric utility Pacific Gas & Electric's (PG&E) suspension of the provision of electricity to a significant portion of the City due to high wind speeds, low humidity, and high temperature conditions that increase the risk of wildfire to the City; and 2) the Kincade wildfire and the severe winds that are causing the spread of that fire and possible creation of new fires. RECOMMENDATION: It is recommended that Council, by resolution, ratify that Proclamation.
