Title: REPORT - APPROVAL OF A PROFESSIONAL SERVICE AGREEMENT WITH THE CATALYST GROUP BACKGROUND: The City of Santa Rosa (City) is located in the Laguna de Santa Rosa Watershed (Laguna), a waterbody with documented water quality impairments. The City’s Regional Water Reuse Facility (Laguna Treatment Plant) has a special condition in its National Pollutant Discharge Elimination System (NPDES) permit addressing one of these impairments: phosphorus. Compliance is managed through the Water Quality Trading Framework (Framework). This permit condition is costly and difficult to implement, and the City has worked with the North Coast Water Quality Control Board (North Coast Water Board) to revise the compliance approach through staff-level discussions and by sponsoring a phosphorus-focused Blue-Ribbon Panel in 2018.
