REPORT - UPDATE TO THE JOINT EXERCISE OF POWERS AGREEMENT FOR SANTA ROSA PLAIN GROUNDWATER SUSTAINABILITY AGENCY
BACKGROUND: The Santa Rosa Plain Groundwater Sustainability Agency (SRPGSA) is a Joint Powers Authority (JPA) that was formed to pursue long-term groundwater management in the Santa Rosa Plain groundwater basin as required by state law. The Santa Rosa Plain groundwater basin includes portions of the City of Santa Rosa’s jurisdiction. The SRPGSA has a Board of Directors, which includes a City of Santa Rosa City Councilmember.
The SRPGSA is governed by a Joint Exercise of Powers Agreement (Agreement) that was first executed on May 25, 2017. With feedback and coordination with the SRPGSA’s member agencies, including the City of Santa Rosa, SRPGSA staff and legal counsel identified and proposed certain updates to the Agreement and Bylaws to improve efficiency and clarity for the governance and administration of the SRPGSA.
