PUBLIC HEARING - ORDINANCE INTRODUCTION - ORDINANCE ENTITLED: ORDINANCE OF THE COUNCIL OF THE CITY OF SANTA ROSA AMENDING SANTA ROSA CITY CODE CHAPTER 14-21, WATER WASTE REGULATIONS, TO INCLUDE DEFINITIONS, PROHIBITIONS ON IRRIGATION OF NONFUNCTIONAL TURF, COMPLIANCE DEADLINES AND ENFORCEMENT PROVISIONS
BACKGROUND: The City’s Water Waste Regulations, first adopted in 1999 and last revised in 2023, defines water waste and authorizes customer notification, penalties and potential water service disconnection in cases of unaddressed violations. Since the Regulations were last revised, California Assembly Bill 1572 was signed into law in 2023 prohibiting the irrigation of nonfunctional turf with potable water at certain property types and establishing compliance timelines, including a mandate that local water providers codify the regulatory prohibition by January 1, 2027, and thus necessitating an update to the Water Waste Regulations.
