City of Boise (Martin), a 2019 decision by the United States Court of Appeals for the Ninth Circuit that prohibits cities from criminally enforcing camping restrictions on public property if they do not have enough shelter beds available for the homeless population. The update to the Camping Ordinance will eliminate the City’s current blanket ban on camping on public property and establish camping standards that are protective of the public health and safety of all Santa Rosa residents.
