In 1964, the County of Sonoma, City of Santa Rosa, and the Library Trustees entered into a Joint Powers Agreement (JPA) that resulted in the Santa Rosa-Sonoma County Free Public Library System. In 1973, the Board of Supervisors directed the County Administrator to evaluate the current library system with the goal of providing services to all the citizens of the County through an equitable method of representation and financing.
In March 2012, the Board of Supervisors directed County staff to "go back and look at Library management structure, efficiencies, cost savings, opportunities to collaborate with partner cities, and review the JPA, and return to the Board with a status report and recommendations on areas of improvement."
In August 2012, the Sonoma County Mayors and Councilmembers Association formed the Sonoma County Library JPA Review Advisory Committee which includes a representative from each City and the County. Over | adopted | |

The purpose of the Mobile Support Team (MST) is to respond with law enforcement to situations involving individuals with behavioral problems stemming from drugs, alcohol, mental illness, or other factors. MST will assist individuals having behavioral incidents and help them receive the aid they need. MST is made up of licensed mental health clinicians (i.e., MFT, LCSW) and certified substance use disorders counselors. Members of MST are authorized to place individuals on a psychiatric 72-hour hold under California Welfare and Institutions Code 5150. MST can provide assessment, case management, referrals, and follow-up to individuals presenting mental health or substance use issues.
