26-215BPU 18.1Approval of PSA with Catalyst GroupBPU- ReportREPORT - APPROVAL OF A PROFESSIONAL SERVICE AGREEMENT WITH THE CATALYST GROUP BACKGROUND: The City of Santa Rosa (City) is located in the Laguna de Santa Rosa Watershed (Laguna), a waterbody with documented water quality impairments. The City’s Regional Water Reuse Facility (Laguna Treatment Plant) has a special condition in its National Pollutant Discharge Elimination System (NPDES) permit addressing one of these impairments: phosphorus. Compliance is managed through the Water Quality Trading Framework (Framework). This permit condition is costly and difficult to implement, and the City has worked with the North Coast Water Quality Control Board (North Coast Water Board) to revise the compliance approach through staff-level discussions and by sponsoring a phosphorus-focused Blue-Ribbon Panel in 2018. This proposed action would approve a Professional Services Agreement with the Catalyst Group, in an amount not to exceed $441,979, to conduct a stakeholder analysis, convene a representative task force, and prepare a final report to inform the North Coast Water Board’s regulatory    Not available Video Video
26-216BPU 18.2Annual Storm Water Enterprise ChargesBPU- ReportREPORT - ANNUAL STORM WATER ENTERPRISE CHARGES BACKGROUND: On June 16, 2026, via City Council Resolution No. RES-2026-078, the City Council set the annual Storm Water Enterprise charge at $43.52 per Equivalent Residential Unit. Water Staff will request the Board of Public Utilities recommend the City Council approve the Storm Water Enterprise Charge Report and placement of the annual Storm Water Enterprise charges on the Sonoma County Property Tax Roll for collection. RECOMMENDATION: It is recommended by Santa Rosa Water that the Board of Public Utilities, by motion, recommend that the City Council, following a public hearing on August 18, 2026, adopt by two-thirds vote the Storm Water Enterprise Charge Report and approve placement of the Storm Water Enterprise charges on the Sonoma County Property Tax Roll for collection by the Sonoma County Auditor-Controller-Treasurer-Tax Collector at the same time and in the same manner as Sonoma County property taxes are collected, unless those charges do not meet the County minimum of $10 and/or parcel owner contact information is known t   Not available Video Video
