The proposed Santa Rosa General Plan 2050 (Project) prepared by the City of Santa Rosa (City) Planning & Economic Development Department (PED) is subject to CEQA, fits the definition of a “project” under California Water Code (CWC) 10912(a)(7), and is subject to California Water Code requirements. As requested by PED, Santa Rosa Water prepared a WSA for the Project.
