The City’s Laguna Treatment Plant produces approximately 32,000 tons of biosolids each year. While much of these biosolids are beneficially re-used as fertilizer on agricultural lands during dry months, this option is not available year-round and biosolids are currently composted at the City-owned biosolids compost facility during the wet season. This compost facility is aging and expensive to operate, and the City wishes to procure a better alternative to beneficially re-use biosolids that meets the City’s biosolids program goals. A Request for Proposals was issued, two qualified responses were received, and a selection panel chose Lystek International Limited of Fairfield, California as providing the best value to the City’s biosolids program. City staff recommends entering into a five-year agreement with Lystek International Limited to provide biosolids services for a total amount not to exceed $6,405,770. | | |

The City, Zero Waste Sonoma (“ZWS”), and Renewable Sonoma, have an interest in understanding if land near the Laguna Treatment Plant (“Plant”) can provide a future home to an in-county, Regional Organics Processing Facility. Both the City and ZWS have agreed to negotiate with Renewable Sonoma regarding such a facility. The City has entered into an exclusive negotiation agreement with Renewable Sonoma for the lease of property near the Plant. Staff has considered two potential sites, one of which is comprised of undeveloped land north of the Plant and one of which is, in part, currently occupied by the City’s Biosolids Composting Facility. Staff recommends negotiating with Renewable Sonoma on the re-use of the site currently occupied by the City’s Biosolids Composting Facility. | | |
