BACKGROUND: The City owns and operates two standby emergency generators to provide power to the Laguna Treatment Plant (LTP) in the event of a power outage. The radiators on the engines that drive the generators have leaks, they are at the end of their useful life, and need to be replaced. The emergency generators at LTP are powered by diesel fuel from an underground storage tank, the tank is at the end of its useful life and needs to be replaced. Lastly, there is currently only a diesel fueling station at LTP. The addition of an on-site gasoline fueling station would provide operational resiliency, particularly during emergencies such as Public Safety Power Shutdowns. BACKGROUND: This project would replace emergency generators and related equipment at eighteen critical water and wastewater facilities. These are dual-fuel generators determined to be problematic following the 2017 wildfire and diesel generators that have exceeded their service life. The City has received Hazard Mitigation Program funds from FEMA to reimburse 75% of design, construction management, and construction costs for these replacements.
RECOMMENDATION: It is recommended by the Transportation and Public Works Department, the Water Department, and the Contract Review Subcommittee that the Board, by motion, approve the Professional Services Agreement (PSA) with Brelje & Race Consulting Engineers, of Santa Rosa, CA, for design services for Backup Generators at Water and Wastewater Facilities in the amount not to exceed $485,500.00. | approved | Pass |
