The Sustainable Groundwater Management Act (SGMA) required some groundwater basins, including the Santa Rosa Plain basin, to form Groundwater Sustainability Agencies (GSAs) to sustainably manage the groundwater basin. SGMA also requires GSAs to develop and submit a Groundwater Sustainability Plan (GSP) by January 2022. The City of Santa Rosa is a member of the Santa Rosa Plain GSA. Staff will provide the Board an update on the current activities of the Santa Rosa Plain GSA, including the development of the GSP. BACKGROUND: On January 19, 2012, the City of Santa Rosa (City) entered into the “Agreement Between Town of Windsor and City of Santa Rosa for Industrial Waste Program Services” to perform on-call storm water and wastewater monitoring services for the Town of Windsor (Town). Since 2012, Santa Rosa Environmental Compliance staff have worked with Town staff to maintain the Town’s Industrial Waste Program, including monitoring of qualifying industrial and commercial facilities, performing inspections and sampling as required. As part of the services, City staff performed plan checks related to source control, evaluated new business for inclusion in the program, investigated sanitary sewer overflows and unusual conditions in the sewer collection system, identified cases of non-compliant findings and issued Corrective Action Notices, completed critical source storm water inspections for the Town’s storm water program and provided technical | approved | Pass |
