The Report follows the outline accepted by the Committee at its last meeting and includes (a) a summary of the Committee’s recommendations, (b) a background on the Committee’s formation, composition and practices, (c) a detailed description of each of the five issues considered by the Committee in depth, together with the Committee’s recommendation on each item. The five issues include Council compensation, at large Mayor, ranked choice voting, voting rights for noncitizens and a proposal for Charter update and modernization, which includes a number of smaller items. The Report will also include a brief description of additional issues considered by the Committee, but not prioritized for action.
