REPORT - REVISIONS TO HOME TENANT-BASED RENTAL ASSISTANCE PROGRAM GUIDELINES TO ESTABLISH CONSISTENCY WITH THE HOUSING CHOICE VOUCHER PROGRAM ADMINISTRATIVE PLAN AND THE CITY’S CONSOLIDATED PLAN
BACKGROUND: The TBRA Program Guidelines were established in January 2022 to outline policies for the administration of the HOME Investment Partnerships Tenant-Based Rental Assistance program (TBRA). Updates to the TBRA Program Guidelines are necessary to make them consistent with the Housing Choice Voucher Administrative Plan, which was updated in August 2026 to achieve cost-savings measures. Updates to the TBRA Program Guidelines are also needed to show consistency with the City’s Consolidated Plan, which dictates the use of HOME TBRA funds.
RECOMMENDATION: The Department of Housing and Community Services recommends that the Housing Authority, by resolution, adopt revisions to the Tenant-Based Rental Assistance (TBRA) Program Guidelines dated January 2022 to achieve consistency with the Ho...
